How is King's blood deemed?

Stark blood is King's blood because they were Kings of the north thousands of years ago?

Baratheon blood is still Kings blood because Robert sat on the throne for a couple decades (but there is no [blood] Baratheon monarch anymore)?

Targaryen blood is Kings blood, even though there are none on a throne until Jon's recent appointment as King of the North?

Mance Rayder and his son's have King's blood because he was called the King beyond the Wall?

Is Greyjoy blood King's blood, since they claim to have a King of the Iron Islands?


Where does it end?  Did Xaro Xhoan Daxos have Kings blood after declaring himself the King of Qarth?  How many different bloodlines does King's blood run through?

    Yeah, Mel doesn't have a great track record. Many people think that she's referring to Targaryen / Valyrian blood, which is why she focuses on Baratheons (they have a Targ great-grandmother).

    Regarding Mance, it's notable that she did not burn him (in the books), and it's implied that she is aware (or suspects) that Jon switched the babies. But then, she also lets Aemon leave so ¯\_(ツ)_/¯ 

    Melisandre also points out her potions and tricks to Selyse, and she presents herself as a beautiful, youthful woman who performs flashy rituals. She is a fanatic who is well aware of the power of ritual and symbolism aided by magic.

    There may be something special in Targaryen/Valyrian blood that aids her magic, or could be Melisandre fudging the facts, or some combination of the two. Or she could be wrong-ish.
