What happens to all the people in Alexandria? I know they had some bs line about people being evacuated, but if this place was so self sufficient, why did the home owners leave?

    If I understood correctly it was being built as a self-sustainable living community. I'm thinking it had yet to be inhabited.

    They're stock photo's. When high end homes are for sale, the agency will furnish it to show the buyer what it would look like with their furniture. Give's it a homey feel. And it was told the community was being built but not yet sold before the outbreak.

    Deanna says the Army put them there. So either there was no one there already or there are a few Alexandrians who stayed put and never left. We don't know everyone's back story so there could very well be some original Alexandrians still in their original home.
