That Season 2 Fukanaga Look Alike

Unless he's just straight up lying it looks like the director wasn't intended as a jab at Fukanaga:
In a response, Pizzolatto told Variety: “The director character
in episode 3 was absolutely not meant to represent or allude to Cary in
any way. The actor (Philip Moon) was hired because I was a fan of his
from ‘Deadwood,’ and he arrived with the look he had. I have the utmost
respect for Cary, and I look forward to his new picture.”

I'm not very familiar with him but looking at his IMDB he's got quite an impressive career going and Beasts of no Nation is something everyone is looking forward to.
Why would 'utmost respect' not be believable and why would he be portrayed in TD as a B director?
